Country-Led evaluations

 

Donors continue to dominate evaluation design and use in developing countries like Liberia, even though they expect the change story to affect the people.

In Liberia for instance, indicators are developed by donors and sent to us for data collection which analysis is subsequently done and data interpreted by donors. Interestingly, decision is made by donors and sent down to our local authorities for implementation with the change story expected to be told by our people even though we have no say in the development of the theory of change.

How can we make evaluation country led instead of donors led?
