Howard White
Howard White is Professor of Evidence-Based Public Policy at the Centre for Evidence-Based Social Sciences, Lanzhou University, and co-founder and Senior Research Associate at the Research and Evaluation Centre. He was formerly the Director of Evaluation and Evidence Synthesis at the Global Development Network (2022-2024), the CEO of The Campbell Collaboration (2015-22), and the founding Executive Director of the International Initiative for Impact Evaluation (3ie) (2008-2015). He has also led the impact evaluation program of the World Bank’s Independent Evaluation Group (2002-2008). Howard has published many papers on evaluation methods, notably on mixed methods and the use of the theory of change.
Howard serves on expert advisory groups for the World Health Organization (WHO), OECD, and International Fund for Agricultural Development (IFAD), and is on the Boards of the International Centre of Evaluation for Development (ICED, based in Kenya and Ghana) and of the Nigeria Research Information and Development Bureau (NRIDB). He has been given awards for services to evaluation by the governments of Benin and Uganda.
